Manufacturer rollout schedule
Day-one participants: Hyundai/Genesis, Lucid, Tesla. Joining later this month: Ford, Rivian, Chevrolet, Kia. September adds Toyota/Lexus, Honda, Subaru. Mitsubishi enters in November. Nissan and Volvo participation dates remain undefined. Buyers must sign an attestation confirming first-time EV ownership status.
Context for the buyer
The rebate is a direct response to the federal tax credit elimination packaged in last year's "Big, Beautiful Bill." Stack math matters: a $3,500 instant credit combined with whatever manufacturer match holds yields a real-world effective discount, but it applies only to the $50,000 MSRP ceiling. Vehicles above that line — most trims of the higher-end Lucid and Tesla lineup, for instance — sit outside the program entirely. First-time buyer requirement is the binding constraint: existing EV owners are excluded regardless of vehicle age or trade-in status.
Watch the per-capita fund burn rate. At $3,500 per rebate, $135.5M covers roughly 38,700 new-EV transactions before the program closes. California registered significantly more than that in 2025.
